who we are


Collins Contracting is a heavy civil site construction firm operating in the Northern and Centrial Virginia market with a focus on large-scale commericial, residential, industrial, and public work projects.  The firm is based in Fredericksburg, Virginia and has been under  the same leadership since 1977.

We perform a mix of residential and commercial projects, from small and large subdivisions to shopping centers, schools and hospitals. Beginning with King George Community Center and the expansion of the General Products Manufacturing facility almost forty years ago to the more recent 1,000-acre mixed-use development of Lee’s Parke in Spotsylvania County, Collins Contracting has been a prominent site development, heavy highway construction contractor for the central Virginia area.

ESTIMATING & project management


Collins Contracting can quickly analyze site plans and provide detailed costs and value engineering ideas. Our project managers concentrate on timeline creation, material purchasing and management, and vertical information movement.

For our estimating and project management teams, we use Agtek software with CAD implementation to create precise cost estimates and Trimble GPS modeling for improved machine use. Our project managers use HCSS project management software, creating an evergreen budget analysis updated with real-time data collected at the project site.



Chuck Collins


Chuck founded the company shortly after graduating from Virginia Tech in late 1970’s.  He oversees the company’s overall direction.

Chas Collins

Vice President

Chas joined the company in 2017 after previous positions with real estate investment firms in Washington and New York. He holds a degree in economics from Washington and Lee University and a master’s degree from Johns Hopkins University.

David Collins

Vice President

David is our shop manager who keeps our equipment in excellent working condition while also managing all necessary repairs. He is also a nationally recognized sporting clay shooter.

Matt Harrington

Project Manager

Matt works closely with clients, engineers, and public officials while leading our erosion and sediment control program.  His previous work experience includes working for Branch Construction and Vakos Companies. He holds dual degrees from Virginia Tech in building construction and real estate.

Charlie Gibson

General Superintendent

Charlie has been with the company for nearly 30 years. As superintendent, he manages day-to-day field operations. Before being named general superintendent, Charlie oversaw the company’s utility crews.

James Mudd

Chief Estimator

Jay is responsible for project estimating, bidding, and the company’s grade and GPS modeling.  Prior to joining Collins Contracting, Jay worked for Facchina Construction in Maryland. He is a graduate of Frostburg State University.

Barbara Self


As controller, Barbara oversees the company's accounting, tax, and financial records. Barbara is a graduate of The University of Mary Washington.

Denise Lacy

Project Administrator

Ms. Lacy joined the company in 2019, with 25+ years of construction experience. She monitors internal controls, manages project administrative functions and processes, and oversees all moving parts of the project, keeping them synchronized and moving forward.

Mary Cross

Office Manager

Mary is our office manager and oversees payroll, accounts receivable, human resources, and insurance programs. She is our jack of all trades and is the glue that keeps us together.
